Request for Proposals (RFP) for interactive landing page and map

The WWF Global Arctic Programme (GAP) has developed a database toolChicory, where users can navigate a map of the ArcNet priority areas for conservation (PACs). WWF GAP is now looking at making a more interactive and accessible version of the map found in Chicory, that also contains additional information in different formatsto increase interest for the PACs and raise awareness of ArcNet. Therefore, we are now looking at how we could develop an interactive landing page and map on the WWF GAP website (based on WordPress): https://www.arcticwwf.org/. The purpose is to present key Arctic conservation areas in a visually engaging and user‑friendly format. 

What is ArcNet? 

Arctic Ocean Network of Priority Areas for Conservation, also known as ArcNet, is a framework which identifies and characterises priority areas for conservation across the entire Arctic Ocean and adjacent seas. ArcNet also contains several tools, which can be used by civil servants, researchers and industry professionals to explore priority areas for conservation.

The purpose of the web development project 

  • Inform about the PACs in an engaging way. The goal is to make our target audiences engaged in the conservation of the different areas of the map.  
  • Increase awareness of ArcNet. We want more people to know that ArcNet exists and how they can use it while advocating for conservation, when designing policies or in their research and educational activities. 
  • Increase traffic to ArcNet. Getting more people to visit the ArcNet pages and start using the tools found on there.  

The contractor will report to the GAP Core Team strategy leads in cooperation with relevant project teams, which can consist of WWF internal and external experts.  

Target audiences 

These are the target audiences we have in mind for this web development: 

  • People interested in Arctic biodiversity, conservation, ocean health and management, and climate issues, 
  • Decision-makers, including politicians and government officials 
  • Indigenous groups 
  • Environmental NGO’s 
  • Scientists and researchers, including in government agencies  
  • Civil servants  
  • Higher level education educators and students 

Web development components 

1. A scrollable interactive landing page 

  • A storytelling-style page, where users would be able to read and interact with visual elements about a select few highlighted PACs. 
  • This may be using ArcGIS StoryMaps or ShortHand platforms  
  • Example: Road to nowhere: China’s Belt and Road Initiative at tipping point. See specifically the section on the middle of the page, where they talk about Gwadar, Pakistan, and how the site zooms in on different places on the map as the user scrolls.  

 2. Interactive map of the Arctic 

  • The landing page would then lead to an interactive map where users can navigate around the Arctic and explore different PACs.  
  • Each area should open an info panel or similar, containing an illustration, description of the area, statistics and technical information from Chicory and threats affecting the conservation of the PAC. Illustrations and texts will be provided by WWF GAP. 
  • For inspiration: see the Blue Corridors map or WWF Global Arctic Programme’s Wildlife Tracker. 
  • From the map, users need to be able to access ArcNet and its different tools, so we can drive traffic to the tools and increase awareness of their existence.  
  • In total, we have 83 PACs we would like to add over time to the interactive map. 30 of these already have finished descriptions and more will be developed during the next year. 

Technical and functionality requirements 

The web development project should:  

  • Be responsive on mobile phones and desktop  
  • Meet WCAG 2.1 AA accessibility standards 
  • Be integrated into WWF Global Arctic Programme’s existing website 
  • Allow the web editor to add new PACs to the map over time 

Requirements 

  • Experience in creating interactive web-based maps, preferably with shapefile‑based or GIS integrations 
  • Experience in creating interactive landing pages with storytelling components 
  • Experience in creating accessible and user-friendly digital interfaces 
  • Good communication in English  

Proposals

Please send cost estimates for at least three different levels of development (Basic, Intermediate, Advanced) and outline what is included at each level.  

Estimated budget per level:  

  • Basic: 300 000-400 000 SEK, excluding VAT 
  • Medium: 400 000-500 000 SEK, excluding VAT 
  • Advanced: 500 000-600 000 SEK, excluding VAT 

Proposals should include 

  1. One page describing relevant experience according to the requirements and what we want to develop 
  2. Short itemised description of what can be developed (referring to the What we want to Develop section) for a Basic, Intermediate and Advanced budget. Include hours, and price per hour, total, for each level. Deliverables should be clearly defined for each level. 
  3. Two samples of relevant work 
  4. Your contact details 

Deadline 

WWF Global Arctic Programme is announcing this assignment description on its webpage from 19 December 2025 to 20 January 2026 and will conduct an evaluation of the incoming proposals based on the following criteria: 

  1. Demonstrated expertise related to the requirements and web development components 
  2. Quality and relevance of samples 
  3. Clarity of deliverables and cost-effectiveness will be key evaluation criteria. 

Proposals, no more than 8 pages excluding samples, including all contact details, must be submitted by email to info@arcticwwf.org by Tuesday 20 January 2026. Emails should use the subject heading “Proposal Submission for RFP Interactive Landing Page and Map”.

We will contact all applicants on or by 2 February 2026.
